What this module helps you do
Understand how foster-care mobility, disability-related needs, records, services, and discipline concerns can intersect and require careful review.
A school move may interrupt records, evaluations, services, accommodations, relationships, and the adults who understand a student’s needs. Behavior may be misread, support may not follow, or discipline may remove a student from instruction before the full context is understood. This module offers a high-level issue-spotting framework for slowing down, locating information, checking continuity, including youth voice, and connecting to qualified help. It does not diagnose, interpret an individual IEP or 504 plan, decide education rights, or provide case-specific legal, disability, or special-education advice.
Three learning outcomes
After exploring this module, you should be able to:
Recognize an intersection without diagnosing
Notice when mobility, missing records, interrupted services, disability-related needs, trauma, misunderstanding, or discipline may be interacting and deserve closer review.
Check records, supports, and continuity
Ask whether evaluations, IEP or 504 documents, behavior or support plans, service information, discipline history, and responsible contacts are available and being reviewed.
Know when to pause and seek qualified help
Identify situations involving evaluation, service gaps, education decision-making, repeated removal, discipline, or disputed rights that need disability, special-education, legal, or ombudsman review.

Optional reflection
Think about your next step
No response is collected. Do not enter confidential case, placement, school, disability, health, legal, education-record, discipline, or identifying youth information.
- What part of the situation may be getting described as “behavior” before records, support needs, and context are fully understood?
- Which record, service, accommodation, trusted adult, or specialist may be missing after the move or change?
- What can the team document and do now while qualified review is being arranged?
